They cannot understand the things of God or righteousness as it is foreign to them God explains in Scripture that their heart and mind is at emnity with God, with the things of righteousness, and they don't understand. They're blinded by Satan. Further Scripture tells us they only always continually sin, and the heart is desperately wicked, decieves and it leads to death and destruction.  So when a unsaved person says "We'll I was told the Bible says God gives us the desires of our heart"... their focused on the twisted erronious self focused fleshly sin nature mindframe of getting something they want for their selfish sinful desires, as if God is some kind if genie that serves them.
