Why did God create people who will end up in Hell?

A: For His glory, and purposes. All are already hellbound per Scripture, but God knew man would sin, made provision for the elect thru Jesus, before creating the world (and mankind). God would redeem & restore His creation.

Regarding the potter and clay, us being of dust, and many being created for destruction both/also glorifies Him by way of his attributes (character & nature) such as goodness & justice against sin. Those who die in their sins will recieve just wrath, eternal punishment.
